How state pension systems differ
Every state public pension system uses a defined benefit formula, but the multiplier, final average salary period, vesting requirements, and eligibility rules vary significantly. CalPERS uses 2.0%-2.7% depending on tier and bargaining unit. NYSLRS Tier 6 uses 1.67% for the first 20 years and 2.0% after. Texas ERS uses 2.3%. These differences compound over a career.
Lump sum availability is the exception, not the rule. Most state systems pay only as a monthly annuity. Texas ERS and a handful of others allow a partial lump sum option (PLSO) where you can take 12, 24, or 36 months of benefit as a lump sum in exchange for a permanently reduced annuity. The majority of state systems require monthly payouts.
Vesting periods range from 5 years (California, Texas, Florida, Illinois) to 10 years (New York Tier 6, Ohio PERS). Members who leave before vesting typically receive only their own contributions back, not any employer contributions or investment growth credited to the employer's share.
Social Security coverage also varies. Federal, state, and local government employees hired before Social Security integration dates may not pay Social Security taxes and therefore don't earn SS credits for that work. If you worked in both covered and non-covered employment, the Windfall Elimination Provision (WEP) may reduce your Social Security benefit.
